Think it depends on the size. People always put for sale signs up in their car windows. I did, no one said anything to me although my old car didn't actually go anywhere. Have to ask a copper.

This is just an idea - I don't know if it would actually work.
Couldn't you try bribing paperboys to deliver them with the newspapers ? Or getting newsagents and shopkeepers to give one to each customer with whatever they buy ? It'd cost, but not nearly as much as the conventional way of advertising, I shouldn't think.
